The Affordable Care Act Rollout in California: A Progress Report 
Nearly six months into the rollout of the most important components of the Affordable Care Act, progress has been uneven. On the national level, the federal exchange barely functioned for weeks, while many states have still refused to expand their Medicaid programs. California appears ahead of the pack. Its health insurance exchange has beaten enrollment projections, and Medi-Cal expansion appears to be moving along unimpeded.

But is that the only story? Have health plans been able to properly manage their new enrollees and ensure they have access to provider networks? Are hospitals and medical groups absorbing the new patients? How is their health and their healthcare needs relative to the rest of the population? What will reform in California look like in the coming years?

  Anthony Wright has served as executive director for Health Access California, the statewide health care consumer advocacy coalition since 2002. Health Access has led state and national efforts to win consumer protections, fight budget cuts and invest in our safety net, encourage prevention, and advance coverage expansions and comprehensive health reform. Wright led California's coalition effort to help pass the Affordable Care Act and state laws to implement and improve it, and campaigns to successfully pass first-in-the-nation laws to ensure timely access to care, and to stop hospital overcharging of the uninsured.

As a consumer advocate and community organizer, Wright has been widely quoted in state and national media. He has also worked for New Jersey Citizen Action, the Center for Media Education, The Nation magazine, and in Vice President Gore's office in the White House.

Born and raised in the Bronx, Wright graduated from Amherst College magna cum laude in both English and Sociology.

Martin Gallegos

Hospital Association of Southern California


  Dr. Martin Gallegos is the Senior Vice President for Policy Development and Communications for the Hospital Association of Southern California, where he
is responsible for health care policy development, advocacy, and association
communications for hospitals serving Los Angeles, Orange, San Bernardino, Riverside,
Santa Barbara, and Ventura Counties.

Dr. Gallegos has an extensive background in both health care and government service.

Prior to joining HASC, Dr. Gallegos served as the Senior Vice President and Chief
Legislative Advocate for the California Hospital Association. CHA is the statewide
leader representing the interests of nearly 500 hospitals, health systems and other health care providers in California. Dr. Gallegos was appointed by Governor Gray Davis as the Patient Advocate for the State of California, the only position of its kind in the United States. In this capacity, Dr. Gallegos was responsible for, among other duties, publishing the annual HMO Report Card and developing consumer education and awareness programs to assist over 18 million HMO enrollees in California in becoming familiar with their rights and responsibilities as health care consumers.

He received his education at East Los Angeles College, Occidental College and Los
Angeles College of Chiropractic. Dr. Gallegos maintained a private chiropractic
practice in the City of Baldwin Park for over fourteen years.

In November of 1994, Dr. Gallegos was elected to represent the 57th Assembly District, becoming the first Doctor of Chiropractic ever elected to the California State Legislature.

He served as Chair of the Assembly Health Committee for four years and Chaired the Assembly Select Committee on Health Access as well as the Assembly Select Committee on Domestic Violence.

Catherine Teare

  Catherine Teare is a senior program officer for California HealthCare Foundation's health reform and public programs initiative, which works to support and monitor the implementation of health reform and to advance the effectiveness of California's public coverage programs. She leads the foundation's work on enrollment in public programs and manages projects related to the county role in health care delivery and to behavioral and oral healthcare.

Teare has worked on health policy issues in California for over 20 years. Before joining the foundation, she worked as a consultant for safety-net healthcare providers, foundations, and local government, providing research and policy analysis in the areas of health care financing and delivery, public and private health insurance programs for children, adolescent health, reproductive health, HIV, and youth development. She also worked as director of policy for Children Now and as a health policy analyst for the National Center for Youth Law.

She received a bachelor's degree in English from Yale College and a master's degree in public policy from the University of California, Berkeley.

  Phil Dalton is founder of Medical Development Specialists LLC. ("MDS"), a national healthcare consulting company, with offices in Torrance and Costa Mesa, California. He has over 25 years of experience in healthcare strategy, planning, business development, marketing, policy, and planning. During that time Dalton has developed strategic, facility, business, and marketing plans for hospitals, outpatient centers, health systems, physician groups, HMOs, joint ventures, and other health-related businesses.

In addition, Dalton has frequently evaluated hospital acquisitions and sales for client hospitals and the California and Oregon Attorney Generals’ Office. He also frequently advises on complicated issues associated with physician-hospital integration, and evolving healthcare business models, and healthcare reform.

A frequent author and speaker on topics effecting the healthcare industry, Dalton received his master's of science degree from Harvard University in health policy and management and a master's of public health from the University of Minnesota.
