Manon Spitzer Ruben
Senior Scientist, Quality Resource Systems, Inc.

Manon Spitzer Ruben has over 25 years experience in health services research and analysis.  Formerly Vice President for Applications Research at AdvanceMed Corporation, a CSC Company, she is now a Senior Scientist with Quality Resource Systems, Inc. as well as an independent consultant with Plan Data Management, Inc. and with the Public Health Institute of California. She has played key roles in the development of software and population-based  analytic products applied to private sector managed care, Medicare and Medicaid, and the Department of Defense TRICARE program.  These analyses integrate epidemiological methods and predictive risk assessment and adjustment tools to fairly evaluate variations in health care delivery, provider performance, and costs.  She is a recognized expert on ACGs (Adjusted Clinical Groups), DCGs (Diagnosis Cost Groups), and ETGs (Episode Treatment Groups), assisting clients to convert the results of their statistical analyses into strategies for provider performance evaluation, including fraud detection, reimbursement and capitation strategies, network selection, disease management, and continuous quality improvement.  

   
 
Kelsey Rauch
Senior Manager, AdvanceMed, CSC

 

Kelsey Rauch is Senior Manager of CSC’s AdvanceMed division.  Ms. Rauch’s work experience includes more than 12 years in both the health/medical field and the healthcare technology industry. Program management responsibilities in both the federal and commercial markets include Web-based decision support product implementation and support, clinical special studies, and outcomes measurement (including JCAHO ORYX, HEDIS, and the development of risk-adjusted outcomes measures in the long-term acute care setting). Her clinical background includes more than five years as a Registered Nurse in the Georgetown University Cardiovascular and General Surgery Intensive Care Unit and a Laboratory Technologist in the Infectious Disease Section of the Pediatric Branch, National Institute of Health. She is responsible for the on-site management of the entire AdvanceMed team and oversees the completion of the HEDIS certification process and the subsequent CCIS product release.
