Business Process Outsourcing (BPO) provides a ready source of operational talent and technology expertise an organization can tap into to gain a competitive edge. Outsourcing gives health plans the agility to bring new offerings to market quickly, while helping them stabilize or reduce information technology (IT) and capital investment costs. Outsourcing helps organizations avoid HR recruitment, training and retention hassles associated with IT and administrative staff.
Plug into DST Health Solutions' BPO operations, advanced applications and secure technology infrastructure and you can direct precious health plan capital toward higher return initiatives. With DSTHS supporting your administrative workload, you'll have more time to direct organizational strategy and focus on core competencies, including business expansion, network development, care management and member services.

Do you find it difficult to hire and retain industry experts? Could your service levels and customer satisfaction be increased? Do you have time to focus on strategic management? Are your administrative ratios below 8%? Are you outsourcing today? With membership in commercial health plans growing at only 1% per year, these questions are at the forefront for health plans looking to gain and maintain a profitable and competitive edge. According to a study done by the Kaiser Family Foundation in 2006, this slower premium growth is causing continuous pressure to reduce costs. But further questions remain. What non-core functions can you and should you outsource? What type of savings can be expected in the areas you choose to outsource? How rapidly can you expect to gain market entry? Should you be using offshore capabilities to further drive down costs? These questions and more are the ones that we will look at in detail as we examine a case study of FirstCarolinaCare and how business process outsourcing has positively affected their bottom line and their business focus. FirstCarolinaCare supports the not-for-profit mission of FirstHealth of the Carolinas, whose core purpose is to care for people in the community it serves. FCC's goal is to pay 70 percent of claims in 14 or fewer days and 100 percent of claims within 30 days. On average, 85% of their claims are processed in 14 or fewer days. For this and other reasons, they turned to DSTHS when looking for an outsourcing partner.
