Due to the advent of MS-DRGs, the number of DRGs impacted by
CMS's post-acute transfer policy has grown from 190 in FFY 2007 to 273 in FFY 2008. Accordingly, this issue could have significant financial implications on your Medicare payments.
The Centers for Medicare and Medicaid Services (CMS) has been very aggressive in imposing its post-acute transfer policy instituting a one-way edit protocol that identifies overpayments and ignores underpayment situations. Based on our discussions with program representatives, the government's position is that the identification of underpayments "is the responsibility of the hospital provider, not CMS".
