OVERVIEW
Health Savings Accounts (HSAs) have generated significant attention since their creation in 2003. Millions of Americans have found them to be an effective answer to rising health care costs. HSAs encourage participants to make informed health and health care decisions that help drive cost control. The Tax Relief and Health Care Act of 2006 included seven significant improvements to HSAs:
Increase in annual HSA contributions
Full year HSA contributions for mid-year enrollees
Certain FSA coverage treated as disregarded
One-time transfer from IRA to HSA
Rollovers from FSAs and HRAs into HSAs
Greater contributions for lower-paid employees
Earlier cost of living indexing
