Henry R. Loubet is Chief Strategy Officer and Senior Vice President for Keenan. Mr. Loubet brings more than 20 years experience in top executive level healthcare to his role with Keenan. He will be focusing on developing creative and solid strategies for Keenan’s consumer driven healthcare (CDHP) initiative, along with other executive responsibilities. Mr. Loubet is well respected in the healthcare industry for his executive leadership at some of the country’s most highly regarded organizations, including UnitedHealthcare, Health Net,
and Drug Emporium.
Mr. Loubet came to Keenan in the spring of 2003. Keenan is a 30 year old, full-service insurance brokerage firm based in Los Angeles and is the largest privately owned brokerage and benefits consulting firm in California. It is also the twenty-fourth largest brokerage firm in the United States.
Named in 1997 as one of California’s top 100 healthcare, Loubet has considerable accomplishments in executive level managed healthcare, hospital administration, and e-healthcare.
Mr. Loubet has extensive managed healthcare experience, notably with United Healthcare (UHC) where he served as CEO of their Western Region, representing ten western states. While at UHC he was responsible for 1.5 million members and $700 million in revenue from 1996-1999.
Prior to the above, he was president of Foundation Health of California, a 700 member, $1 billion California healthplan, that was ultimately acquired by Health Net. Before that, Loubet was Senior Vice President and Regional Executive of Health Net, responsible for creating and directing their Northern and Central California operations. While at Health Net for almost six years, Henry is credited for leading the healthplans to grow from 30,000 to 500,000 members, becoming Northern California’s largest healthplan next to Kaiser and merging it with Qual Med.
Among other California-based health care positions, he served as executive director of Maxicare’s Northern California healthplan in 1986, helping grow the plan by 300 percent. Mr. Loubet started his career in 1981 at Santa Clara Valley Medical Center, a 617-bed Stanford affiliated medical center, where he held a variety of increasingly responsible positions in finance and operations.
Most recently, Mr. Loubet served as vice chairman and chief operating officer of the early adopter to the online pharmacy industry, DrugEmporium.com. Under his stewardship, DrugEmporium.com merged with HealthCentral to become one of the leading e-commerce healthcare and pharmacy companies in the country.
He serves on many of the nation’s premier healthcare organization in an advisory and board of director capacity, including Pacific Partners Management Services (PPMSI), Managed Care Systems (MCS), and MCOL. Additionally, he is a member of the CMRI Advisory Board, a California based Medicare consumer council. Loubet is an active member of several community non-profits, including Make-a-Wish Foundation, East Bay Regional Parks and Interplast. He is the founder of The Ace Kids Golf Foundation, a non-profit foundation for inner-city Oakland youth.
Loubet holds master’s degrees from both the University of Pittsburgh and the University of San Francisco. He earned his bachelor’s degree from the Rider University, New Jersey.
