Overview
  
While states such as New Jersey, Arizona and New York are moving to cut their Medicaid enrollment, California’s program is experiencing its most significant expansion since the 1960s. A special waiver granted by the federal government called a “Bridge to Reform” will change eligibility rules and allow hundreds of thousands of Californians to enroll in Medi-Cal over the next two years, including previously excluded single adults. That does not include the estimated 2 million more Californians expected to enroll in Medi-Cal after the Patient Protection and Affordable Care Act allows Medicaid program expansion in 2014.

The effects on California’s healthcare delivery will be profound. Although Medi-Cal rates are arguably better than providing charity care, hospitals, physician groups and county health plans will be under enormous pressure to provide and coordinate care for relatively sparse reimbursement. This webinar will discuss how all sectors of California’s healthcare community will meet this daunting challenge.

Please join Erica Murray, senior vice president of the California Association of Public Hospitals and Health Systems; Bradley Gilbert, M.D., Chief Executive Officer, Inland Empire Health Plan; and Mark Finucane, managing director with Alvarez & Marsal and former director of health services for Los Angeles and Contra Costa Counties, to discuss the Medi-Cal program, the waiver, reform and beyond.

 Bradley Gilbert

Bradley Gilbert, M.D.

  Dr. Bradley Gilbert, M.D., is chief executive officer of Inland Empire Health Plan. With more than 485,000 members, IEHP is one of the largest public not-for-profit health plans in California. Dr. Gilbert launched his career at IEHP in 1996 as chief medical officer, developing a medical services department and helping IEHP qualify for Knox-Keene state licensure. Later, he served as executive officer, responsible for medical management, operations and contracting/network management, marketing, HR, and compliance. He was appointed CEO in October 2008.

During his tenure, IEHP has become a major presence in the Inland Empire. In a two-year span, IEHP’s membership has increased 20%, while maintaining stability and quality of care. To support this growth and strengthen the safety net, Dr. Gilbert has built a provider network with more than 700 primary care physicians and 1,800 specialists.

In 2010, Dr. Gilbert was appointed to serve on the board of the California Association of Health Plans (CAHP), a trade association representing 39 member plans statewide. He is also a member of the board for the Local Health Plans of California (LHPC), and a member of the Medi-Cal 1115 Waiver Stakeholder Committee. Dr. Gilbert received his medical degree from the University of California, San Diego. He earned a master’s degree in public policy and a bachelor’s degree in physiology/anatomy and from the University of California, Berkeley.
 

 
 

Erica Murray

  Erica Murray was named Senior Vice President of the California Association of Public Hospitals and Health Systems (CAPH) in January 2011. She previously served as Director of Policy and began her tenure at its research and education affiliate, the California Health Care Safety Net Institute (SNI).

Prior to joining CAPH/SNI, Erica served as a health policy Legislative Assistant in the U.S. Senate. She also has served as a crisis communications consultant for large health care organizations at Clark & Weinstock in New York City, and worked in Washington, DC, at the Advisory Board Company as a researcher for member hospitals.

From 1997 to 1999, Erica worked with the U.S. Department of Health and Human Services, where she helped launch the AIDS Drug Assistance Program, a $1 billion federal program that provides access to HIV/AIDS medications for uninsured low-income individuals.
 

 
 
Mark Finucane

  Mark Finucane is a managing director with Alvarez & Marsal’s healthcare industry group in Los Angeles. His clients include academic medical centers, major teaching hospitals, integrated health systems, university health systems and physician practices.

Mr. Finucane specializes in strategy, operations improvement, financial management, program development, federal waivers and other policy developments in his engagements.

Prior to joining A&M, Mr. Finucane spent seven years with a Big Four accounting firm as Co-Director of their Academic Medical Center practice and as National Account Leader. This focus continues with A&M.
